Effective from 29 September 2023, Law 7/2023 on the Protection of Animal Welfare introduced new regulations.
What does the law say?
According to Article 26, all cats must be surgically sterilised before six months of age, unless they areregistered as breeding animals under a recognised breeder’s name.
What about cats over six months?
The law does not require sterilisation if the cat was already over six months old before the regulation took effect. However, sterilisation is strongly recommended to prevent uncontrolled breeding — especially for cats with outdoor access.
What are the penalties for non-compliance?
Failing to comply can be considered a serious offence, punishable by fines ranging from €10,001 to €50,000.
What other measures does the law include?
In addition to sterilisation, the law requires all cats to be microchipped and registered in the companion animal registry corresponding to each autonomous community.
